What to build

Migration cutover: retire the central CI catalog in the automation namespace now that authz-bridge is proven on the repo-declared path. Delete the central tag-build sensor — with its regex allowlist, the upkeep this architecture exists to eliminate — and the automation-namespace copy of the go-build-push template (the ci-namespace copy is canonical).

Acceptance criteria

The central tag-build sensor and the automation-namespace go-build-push template are deleted (pruned by Argo CD sync)
authz-bridge tag-push CI still works via its own sensor in the ci namespace
No dangling references to the deleted objects (other sensors, docs, workflows)
