Prep for T7 (#9): the argocd root joins the catalog-driven roots in the pilot-app integration work.

argo is ambiguous under the argoproj umbrella (Argo CD vs Argo Workflows vs Argo Rollouts), so:

  • rename the argo/ root to argocd/
  • fix references: README structure + access section, Taskfile validate loop, validate-argocd-rbac.sh (cd argocd)
  • bare Argo → Argo CD in docs (CONTEXT.md, ADR-0006/0007) and the root's own descriptions; drop the superseded "flux-clusters live RBAC" wording from the T9 output descriptions

Verified: tofu validate green on the argocd root; task validate-argocd-rbac passes 50/50 checks.
